Preheat oven to 375°F (190°C). Grease a 9×13-inch baking dish with olive oil or cooking spray.

In a large skillet over medium heat, heat olive oil. Add ground beef and cook until fully browned, about 5–7 minutes. Drain excess fat.

Add chopped onion and minced garlic to the skillet. Cook for 3–4 minutes, stirring occasionally, until the onion becomes translucent.

Spread the cooked ground beef mixture evenly over the bottom of the prepared baking dish.

Layer thinly sliced potatoes over the beef. Season with salt, pepper, half the Italian seasoning, and paprika.

Evenly sprinkle shredded cheddar and grated Parmesan cheese over the potato layer.

Pour beef broth or water around the edges of the casserole. Optionally drizzle milk over the top for extra creaminess.

Cover with aluminum foil and bake for 30 minutes to allow potatoes to steam and soften.

Remove foil and bake for an additional 15–20 minutes, or until the potatoes are tender and the cheese is bubbly and golden.

Remove from oven, garnish with chopped parsley if desired, and serve hot.
